In the three trading days spanning the Federal Open Market Committee's July 29, 2026 decision, the US Treasury curve moved in a pattern textbook macro-finance would call a bear steepener, and did so with unusual cleanliness: our own data show the 3-month bill yield falling from 3.90% to 3.83%, the 2-year note essentially unchanged (4.26% to 4.28%), the 5-year rising 10 basis points to 4.45%, the 10-year rising 14 basis points to 4.75%, and the 30-year rising 18 basis points to 5.27% -- a monotonic widening of the reaction the further out the curve one looks, over a meeting at which the policy rate itself did not move. Our central finding is that the data are consistent with, but do not definitively prove, a genuine shift in the term premium component of long-term US yields -- a shift Chair Warsh has himself invited markets to make by explicitly stepping back from the forward-guidance-heavy communication regime that has prevailed, in varying forms, since the Bernanke Fed introduced explicit calendar- and outcome-based guidance during and after the 2008 financial crisis. We find real yields, not breakeven inflation expectations, account for the greater share of the long-end move -- our 10-year real yield rose from 2.35% to 2.44% over the same window that breakevens moved only from roughly 2.20% to 2.28% -- consistent with a term-premium and policy-uncertainty story rather than a deteriorating-credibility, inflation-expectations-unanchoring story. Credit spreads and the VIX, both of which spiked only briefly on the decision itself before normalizing, corroborate that this has so far been an orderly repricing rather than a financial-stability event.

This piece takes that empirical puzzle as its starting point -- and only its starting point. Explicit forward guidance, in the form now familiar to market participants, is a genuinely recent innovation in Federal Reserve practice, dating to the 2008-2009 financial crisis and its aftermath. Prior to the crisis, under Chairs Volcker and Greenspan, the Federal Reserve communicated primarily through the policy rate decision itself and comparatively terse post-meeting statements, with Greenspan in particular associated with a deliberately opaque communication style sometimes described as 'constructive ambiguity.' The Bernanke Fed introduced explicit calendar-based guidance ('exceptionally low levels...at least through mid-2013') in 2011 and outcome-based guidance (explicit unemployment and inflation thresholds) in 2012, alongside the Summary of Economic Projections' now-familiar 'dot plot,' introduced in 2012 -- both innovations designed, per the Federal Reserve's own stated rationale at the time, to provide additional monetary accommodation at the zero lower bound by directly shaping market expectations of the future policy path. The academic case for why communication matters independently of the policy rate itself rests on a well-established literature. Michael Woodford's influential 2005 analysis argued that, at the zero lower bound in particular, but more generally at all times, a central bank's ability to shape expectations of its future policy path is at least as important as its current policy-rate setting in determining the financial conditions relevant to the real economy. Gürkaynak, Sack and Swanson's 2005 event-study work found that a meaningful share of the financial-market response to FOMC announcements comes not from the surprise in the current rate decision but from an independent 'path' factor -- the market's revised expectation of the future rate path, shaped substantially by the accompanying communication. Ahead of the July 29 decision, our own data show a Treasury curve already under upward pressure across all but the shortest tenors, consistent with a market that had, over the preceding week, been pricing rising odds of Committee hawkishness even before the vote itself was known: the 10-year yield rose from 4.60% (July 20) to 4.69% (July 24), and the 30-year from 5.11% to 5.16% over the same window, while the 3-month bill actually rose slightly (3.86% to 3.96%) reflecting near-term policy-rate expectations rather than the eventual post-meeting decline. The pattern in Table 1 is, in our assessment, unusually clean: the magnitude of the yield increase rises monotonically with tenor, from a small decline at the very front end to an 18 basis point increase at the 30-year point -- precisely the signature a genuine, curve-wide term-premium repricing would be expected to leave, as distinct from a simple shift in the expected policy-rate path (which would tend to move intermediate tenors most, since those are most sensitive to the timing of the next one or two policy moves) or a pure inflation-expectations shift (which the breakeven data in Section 13 shows was comparatively modest).
A bear steepener -- short-end yields falling or holding steady while long-end yields rise, widening the spread between them -- is mechanically consistent with several distinct underlying causes: rising term premia (investors demanding more compensation for long-duration risk), rising inflation expectations concentrated in the long run, deteriorating fiscal or sovereign-credibility perceptions, or reduced central-bank purchases of long-duration debt. The clearest recent historical precedent is the 2013 'taper tantrum,' when then-Chairman Bernanke's mere suggestion that the Fed might begin reducing its asset purchases produced a rapid, broad-based rise in long-term Treasury yields with a comparatively muted front-end response -- an episode widely interpreted in the subsequent academic and central-bank literature as evidence of how sensitive the term premium is to perceived changes in the central bank's own presence in, and communication about, the long end of the curve. Placed in a longer context, our own data show the 30-year Treasury yield has risen from a 2024 range in the mid-4% area to 5.27% by July 31, 2026 -- its highest level in our multi-year dataset and, per contemporaneous market reporting, its highest level since 2007. This programme's separate coverage of the global sovereign bond regime shift has documented comparable, though not identical, moves in Japanese, German, French, British and Italian long-term yields over a similar window, which complicates a purely US-communication-driven explanation for the long-end US move specifically: a meaningful share of the rise in US long yields is, on that evidence, part of a shared global term-premium repricing rather than a phenomenon unique to the Federal Reserve's own communication choices. We do not have access to a proprietary term-premium model of the kind the Federal Reserve Bank of New York publishes (the ACM model, named for its authors Adrian, Crump and Moench). Drawing on the published literature describing that model's methodology and its documented behaviour during comparable historical episodes, and combining it with our own observation that the long end of the curve has moved considerably more than the front end over a window in which the policy rate itself did not change (Table 1), we judge -- as a matter of reasoned analytical inference, not directly measured fact -- that a rising term premium is a more parsimonious explanation for the pattern in our data than a pure shift in expected future policy rates would be, since the latter would be expected to show up more heavily at intermediate tenors (2-5 years) than at the very long end (30 years), which is not the pattern in Table 1.
The 10-year breakeven inflation rate moved from 2.20% (July 28) to 2.28% (July 31), and the 5-year breakeven from 2.16% to 2.26% -- genuine but modest increases that leave both measures within the roughly 2.2%-2.3% range that has prevailed for the past two years, per our own data. This is, in our assessment, the single most important piece of evidence against an 'unanchoring of inflation expectations' explanation for the long-end yield rise: markets moved breakevens by single-digit basis points over a window in which nominal 30-year yields moved 18 basis points, meaning inflation compensation explains only a modest fraction of the total move.
The 10-year real (TIPS) yield rose from 2.35% (July 20) to 2.44% (July 27), essentially the entire pre-decision week, before holding roughly flat through the decision itself at 2.41% (July 28-30) -- indicating that most of the real-yield repricing in this specific episode actually preceded the meeting, as markets priced rising odds of the hawkish dissent that materialized, rather than occurring as a surprise reaction to the decision itself. The 5-year real yield showed a similar, if smaller, pattern, rising from 2.05% to 2.22% over the same pre-meeting week before easing slightly to 2.13%-2.14% around the decision. Combined with the breakeven evidence in Section 13, this decomposition indicates the long-end yield rise documented in Table 1 is substantially a real-yield phenomenon, consistent with our term-premium interpretation (Section 12) rather than an inflation-expectations story.
The academic and central-bank literature on monetary policy credibility typically looks to two market-based signals: the level and stability of long-run inflation expectations (Section 13), and the behaviour of the term premium itself, on the theory that a credible central bank should be able to anchor long-run expectations even amid near-term volatility. On the first measure, our own breakeven data (Section 13) show no evidence of deteriorating credibility -- expectations have remained within a stable range throughout the episode. On the second, the rising term premium we infer (Section 12) is, in the standard academic framework, ambiguous as a credibility signal: it could reflect reduced confidence that the Fed will deliver on an implicit commitment (a negative credibility signal), or it could reflect exactly the kind of restored market-based price discovery Chair Warsh has explicitly said he wants (a communication-strategy outcome, not a credibility failure). Our own data cannot definitively distinguish between these two interpretations, and we present both as live possibilities in Section 31.
We find the evidence genuinely ambiguous on this specific question, and would caution against an overconfident reading in either direction. In favour of a credibility-premium interpretation: the hawkish three-way FOMC dissent (this programme's dedicated coverage) and Chair Warsh's own unusually forceful rhetoric on the inflation target, delivered without matching policy action, together create a plausible channel through which markets could be demanding additional compensation for perceived inconsistency between words and deeds. Against a credibility-premium interpretation: inflation expectations themselves (Section 13) have shown no sign of de-anchoring, and credit spreads (Section 17) have shown no sign of the kind of risk-premium widening that would typically accompany a genuine credibility deterioration. On balance, we judge the evidence more consistent with a term-premium and policy-uncertainty repricing than with a specific loss of inflation-fighting credibility -- but we hold this conclusion with only moderate confidence given the genuinely limited historical precedent for this specific combination of circumstances.
Our own Financial Conditions Index stood at -0.554 as of July 24, 2026 (on a scale where negative values denote looser-than-average conditions), essentially unchanged from readings earlier in 2026 despite the yield-curve moves documented in Table 1 -- indicating the tightening in Treasury yields has not yet been accompanied by a broader tightening in overall financial conditions as conventionally measured, which typically also incorporates credit spreads, equity valuations, and the dollar. This is consistent with our reading elsewhere in this piece that the repricing has, so far, been concentrated specifically in the risk-free curve rather than spreading into a broader tightening of financial conditions.
Higher long-term Treasury yields transmit directly to US mortgage rates, which are priced primarily off the 10-year Treasury yield plus a spread; a 14 basis point rise in the 10-year over the window in Table 1, if sustained, would be expected to translate into a comparable or somewhat larger rise in 30-year fixed mortgage rates given typical spread behaviour, directly raising the cost of new home purchases and of any existing adjustable-rate or refinancing activity -- a transmission channel this programme has documented in concrete, quantified terms in its recent coverage of the Bank of England's own gilt-yield-to-mortgage-cost pass-through in the UK, where a comparable magnitude of long-yield increase was estimated to add roughly £100 a month to a typical first-time buyer's payment.
Corporate borrowers face the combination of a higher risk-free long-end rate (Table 1) and credit spreads that have, so far, remained historically tight (Section 17) -- meaning the all-in cost of long-duration corporate borrowing has risen roughly in line with the Treasury move itself, without the additional compounding effect a simultaneous spread-widening would produce. We would expect this to weigh more heavily on long-duration, capital-intensive corporate financing decisions (infrastructure, real estate, long-dated project finance) than on shorter-duration corporate borrowing, which is more directly a function of the front end of the curve, where our data show comparatively little movement (Table 1).
The US Treasury itself faces directly higher financing costs on new long-duration issuance at exactly the same moment the structural fiscal deficit documented in this programme's separate global sovereign bond coverage (a 5-6% of GDP structural deficit since 2022) requires substantial ongoing issuance -- a genuine, mechanical interaction between the yield-curve dynamics documented in this piece and the debt-sustainability questions examined in that separate research, which we would flag as a self-reinforcing risk worth monitoring rather than a one-off event: higher term premia raise financing costs, which raises future financing needs, which in a weak-demand environment could itself contribute to further term-premium pressure.
US banks holding long-duration Treasury and agency securities in available-for-sale or held-to-maturity portfolios face rising unrealized losses as long yields rise (Table 1), a dynamic directly analogous to the interest-rate-driven regional bank stress of March 2023, though the magnitude of the move documented in this specific episode (tens of basis points, not the multi-hundred-basis-point moves of the 2022-2023 tightening cycle) is, on its own, unlikely to be destabilizing for a well-capitalized institution. The cumulative effect across the full 2024-2026 period of gradually rising long yields (Section 11) is the more relevant magnitude for assessing bank balance-sheet stress than any single meeting's incremental move.
For bank treasury and ALM functions specifically, a rising-term-premium regime of the kind this piece's evidence is consistent with argues for continued caution on duration extension even at now-higher absolute yields, since a structurally elevated term premium implies investors should demand, and are on this evidence beginning to receive, more compensation for holding long-duration exposure than prevailed during the 2009-2021 era -- a genuine repricing of the fundamental risk-reward trade-off in duration extension, not merely a higher entry yield on an unchanged risk profile.
IRRBB frameworks calibrated primarily on the 2009-2021 low-and-falling-rate regime -- a regime in which duration extension was rewarded with capital gains as rates fell, essentially without exception, for over a decade -- should, in our assessment, be explicitly re-tested against a higher-for-longer, wider-term-premium scenario set of the kind this piece documents empirically in Table 1 and infers analytically in Section 12. This is consistent with the recommendation this programme has made in its separate global sovereign bond coverage, applied here specifically to the mechanism (Fed communication) rather than only the outcome (higher yields).
A steepening curve of the kind documented in Table 1 has a genuinely mixed effect on bank deposit franchise economics: it improves the spread available on new long-duration asset origination funded by comparatively sticky, shorter-duration deposit funding (the classic maturity-transformation profit source), while simultaneously raising the opportunity cost for depositors of holding low-yielding transaction accounts rather than moving to higher-yielding alternatives -- a deposit-attrition risk that becomes more acute the longer a steep curve, and the higher absolute short-term rates that preceded it, persist.
We would flag two liquidity-relevant implications of the pattern documented in this piece. First, a genuine, structural rise in term premia raises the cost of long-duration wholesale funding for banks and other financial institutions relative to the 2009-2021 era, a funding-cost headwind distinct from, and additive to, the policy-rate level itself. Second, the brief but genuine VIX spike documented in Section 8 (18.2 to 20.7 on the decision day) is a reminder that even an 'orderly' repricing of the kind this piece has documented can carry short-lived liquidity and volatility costs for market participants managing margin and collateral requirements around FOMC dates specifically -- a risk that, on this evidence, has so far proven transitory but that a genuine communication-regime change (Section 5) could make a more persistent feature of each SEP-producing and press-conference meeting going forward.
This programme's separate coverage of the global sovereign bond regime shift has documented broadly parallel long-yield increases in Japan, Germany, France, the UK and Italy over a similar window to the one examined in this piece, complicating any purely US-Fed-communication-driven explanation for the global pattern, even as the specific, cleanly monotonic curve-shape evidence in Table 1 remains distinctly tied to this specific FOMC meeting. We would characterize the relationship as one of mutual reinforcement rather than either a purely US-driven or purely global phenomenon: a shared global term-premium environment (documented in our separate research) provides the backdrop against which a US-specific communication shock (this piece) can produce an unusually clean, curve-wide reaction of the kind Table 1 shows.
The clearest comparison available in the historical record is with the 2013 taper tantrum (Section 10): a Fed communication event, not a policy-rate change, that produced a broad-based long-end yield rise with a comparatively muted front-end response. The current episode differs in one important respect: the 2013 episode involved the market inferring a future reduction in Fed asset purchases from an unexpected communication, whereas the current episode involves the market responding to an explicit, stated absence of guidance about the future policy path itself -- a genuinely different mechanism (reduced information versus new information) that, in our assessment, makes direct quantitative comparison of the two episodes' magnitudes analytically hazardous, even though the qualitative curve-shape pattern is similar.

Table 2 places the current Warsh-era approach in clear historical context: rather than a continuation or refinement of the Bernanke-Yellen-Powell forward-guidance framework, it represents an explicit, stated reversion toward something closer to the Greenspan-era communication style -- though with a crucial difference, in our assessment, that Greenspan's ambiguity was largely unexplained at the time, while Warsh has been unusually explicit and direct about both the fact of, and his stated rationale for, reduced guidance. Whether that explicitness itself changes how markets interpret and price the resulting uncertainty, relative to the Greenspan era, is an open question this piece cannot definitively answer but flags as analytically significant.

This is, in our assessment, a genuine gap in the available historical evidence base for this piece's central question, and one reason we hold our conclusions in Section 16 with only moderate confidence.
Beyond the Woodford and Gürkaynak-Sack-Swanson work cited in Section 7, the academic literature offers two further, partially competing perspectives relevant to this piece's core question. In descending order of the weight we would place on each: the shape of the Treasury curve itself around each future FOMC meeting (a genuine communication-regime change should, on our thesis, continue to produce curve-shape reactions similar to Table 1's pattern at subsequent meetings, not only this one); the real-yield/breakeven decomposition specifically (a continued real-yield-dominant pattern would support the term-premium interpretation over the credibility-premium interpretation, and vice versa); credit spreads and the VIX, as the clearest gauges of whether the repricing remains confined to the risk-free curve or begins spreading into broader financial-stability-relevant measures; and the evolution of Federal Reserve communication practice itself at the September 15-16 meeting -- whether the shortened-statement, reduced-guidance approach persists, evolves, or is walked back, will be the single clearest test of whether this represents a durable regime change or a transitory feature of Chair Warsh's first two meetings specifically.
